Regular Meeting

January 8, 2007

 

The regular meeting of the Board of Education of Barber County North Unified School District #254 was called to order in the Central Office at 7:30 p.m. on January 8, 2007.  Board members present were David Wiley, Bill Hrencher, Allen Dick and Alan Goering.  Joe Hunter arrived at 7:31 p.m.  Mark Crick was absent from this meeting.

 

                Others present at the meeting were Suzanne Germes, Terri Myers, Mark Buck, Dennis Blake, Mike Hubka, Terry Ryel, Bob Dohm, Becky Catlin, Julie Dohrmann, Judd Dohrmann, Joe Dohrmann, Jodi Swayden, Cheri Dohrmann, Elene Hubka, Taylor Catlin, Kelli Traffas, Christina Graham, Maranda Moody, Ashley Gamber, Doris Sorg, Michael Stull, Lowell Dohrmann, Deana Horn, Alyssa Fischer, Kristi Patton, Natalie Archuleta, Micaela Baker, Carlee Rusk and Katie Traffas.

 

                Allen Dick moved and David Wiley seconded to approve the agenda with the following addition:

 

                Item #10. c. 2. – Surplus Pegboard

Motion carried 4 yes.

 

                Bill Hrencher moved and David Wiley seconded to approve the December 11, 2006 Board minutes.  Motion carried 5 yes.

 

                David Wiley moved and Allen Dick seconded to approve the payment of budget checks #73010 to #73133 and transfers from General to At Risk 4 yr. Old and Vocational and a transfer from Supplemental General to At Risk K-12.  Motion carried 5 yes.

 

                Joe Hunter moved and Bill Hrencher seconded to approve the December Treasurer’s Report.  Motion carried 5 yes.

 

                In Comments from Patrons, Cheri Dohrmann spoke to the Board regarding her release as MLHS Head Girls Volleyball Coach.

 

                Terry Ryel, with Alfalfa Electric, gave a demonstration on an internet based weather and communications package called “CoopCast”.  This is a free service, offered by Alfalfa Electric, and can be used to communicate with parents and students.

 

                In the Principal’s Reports, each principal reviewed their building report covering enrollment, academics, and activities at their school. 

 

                In the Superintendent’s Report, Mrs. Germes presented the SCKSEC December Board meeting minutes, utility usage reports and a newsletter from Schools for Quality Education.  She reported that the USA Annual Convention is January 24th – 26th and the KASB Governmental Relations Seminar is February 14th – 15th.  She also informed the Board that the deadline to file for the upcoming election is noon on January 23rd.

 

                In Building Requests, Mr. Hubka informed the Board that specifications for the MLHS press box will be presented at next month’s Board meeting.

 

                MLMS had no requests at this meeting.

 

                David Wiley moved and Joe Hunter seconded to declare the old blue stage curtains and pegboard as surplus and to donate these items to the Heritage Center.  Motion carried 5 yes.

 

                Mrs. Germes presented 2 calendar proposals for the 2007/2008 school year and asked the Board for their input.  The certified staff would like to trade 3 inservice days for 35 minutes a day on every Wednesday (students would start at 9:00 a.m. instead of 8:25 a.m.).  The Board agreed to table this until a later time. 

 

                Mrs. Germes presented and reviewed funding information for the current school year.  She also presented information regarding the history of LOB’s, weighting calculations, resolutions for LOB’s and the district’s 2004/2005 operating expenditures.  The Board requested that Mrs. Germes obtain and present the district’s last 3 – 4 years of expenditures for activities, supplemental salaries, transportation, special education, capital outlay, and end-of-year transfers. 

 

                The Board took a break from 8:25 p.m. to 8:35 p.m.

 

                Allen Dick moved and David Wiley seconded to go into executive session at 8:35 p.m. for 25 minutes for the discussion of personnel matters relating to non-elected personnel, matters relating to actions adversely or favorably affecting a person as a student, and matters relating to employer/employee negotiations.  The executive session is required to protect the privacy interests of an identifiable individual, to protect the privacy rights of a student who is identifiable and to protect the district’s right to the confidentiality of its negotiating position and the public interest.  Motion carried 5 yes.  Suzanne Germes entered the executive session at 8:50 p.m.  Bill Hrencher moved and Joe Hunter seconded to extend the executive session for 20 minutes.  Motion carried 5 yes.  In addition to the Board was Suzanne Germes.  Mark Buck and Dennis Blake entered the executive session at 9:10 p.m.  Mark Buck and Dennis Blake left the executive session at 9:17 p.m.  David Wiley moved and Bill Hrencher seconded to extend the executive session for 10 minutes.  Motion carried 5 yes.  In addition to the Board was Suzanne Germes.  David Wiley moved and Joe Hunter seconded to extend the executive session for 15 minutes.  Motion carried 5 yes.  In addition to the Board was Suzanne Germes.  Bill Hrencher moved and Joe Hunter seconded to extend the executive session for 10 minutes.  Motion carried 5 yes.  In addition to the Board was Suzanne Germes.  The Board returned to the open meeting at 9:55 p.m.

 

                There were no resignations.

 

                There were no contracts offered.
